Objectives

Ensure that nothing is done or added to any tobacco product that increases its inherent risks

Develop and produce products that potentially reduce the inherent risks of tobacco use or potentially reduce exposure to reported toxicants within particular tobacco product categories

Promote, as appropriate, migration to products with lower relative risks, either within or across tobacco product categories

Reducing the harm of cigarettes

A body of scientific literature indicates that, in general, the health risks associated with smoke-free tobacco and nicotine products are significantly lower than those associated with cigarettes.
